Resolution

Run

  "rpm -Uvh --replacepkgs /usr/lib/vcac/patches/repo/cafe/patchRpms/*.rpm", --oldPackage 

and then re-try the upgrade.

if the problem persists then

del /usr/lib/vcac/patches/repo/cafe/patchRpms/horizon-service-rpm-3.1.0.0-15433743.noarch.rpm

and then re-run the upgrade
